The Israeli government literally makes the Jews and other law enforcement target practice for slingshot and rock throwing Arabs.  The police are too afraid to even pull out their guns, even to save their own lives, for fear of jail time.  It's like watching a horror movie as the rock throwing Arab mob steadily moves closer and closer toward their passive victims.
