Olmert also said that there was no justification for investing dozens of thousands of shekels for the improvement of bomb shelters just so citizens can sit in them comfortably during a war.
"There can be extreme cases in which we will be able give a limited response but Israel has no intention or ability of shielding itself in a panic," said Olmert.
