What causes crime?

According to this source:http://www.nationmaster.com/red/graph/cri_mur_percap-crime-murders-per-capita&b_printable=1 Russia's murder rate is 5th highest in the world and almost 5 times as high as the United States' which includes the murders committed by the Blacks, Hispanics and Muslims. As a matter of fact the 7th through 11th highest rates come from Estonia, Latvia, Lithuania, Belarus and Ukraine respectively. All eastern European. The lowest rates are from Qatar and Saudi Arabia. This is probably because of the draconian punishments they have for murder. The Netherlands, Denmark, New Zealand, Denmark, Norway, Ireland, Switzerland all have low murder rates. Oslo's crime is now more than 4 times as high as New York Cities and the police say it's because of Eastern European immigrants. Why do Eastern Europeans have such a high murder rate?

Alcoholism is a big problem in Russia so that could be one reason they're having so many problems with crime.

What it tells me that when muslims are in there own country the crime rate is low. When muslims go to a non muslim country the crime rate gets very high.

Right. Qatar and Saudi Arabia have the lowest crimes in the world despite having plenty of Blacks in their nations, but when you have draconian punishments like cutting off the hands for stealing and beheading for murder these things don't happen. They aren't lying about it either their crime rate really is the lowest.
