I couldn't watch this through the link provided through LiveLeak, but I did see it on YouTube.

It was not translated, so I could not tell what the newscaster was saying; but he was definitely in black face.
I believe we will continue to see more clips from other countries as time progresses.
Everything that Obama has done up until is being mocked, so I won't be surprised when more clips like these come out.
