According to Ted Kennedy, the only type of legislation--in regard to illegal aliens-- that should be allowed to go into law are those that are approved by illegal aliens.
Anyone who immigrates to any country owes to that country to follow the laws of that country and to behave in a civil manner. They should be responsible for respecting the laws of the country and show that they feel fortunate that they're being allowed to immigrate.
Illegal aliens do the exact opposite.
Entering a country illegally (ignoring the law) and committing crimes shows that they have no respect for the laws of the country.
Ted Kennedy's statements are foolish as usual. He thinks illegal aliens should have more say in what the laws of a country are than citizens of the country.
