The father, for those reasons:
1.) He started the second half of the path to the Oslo Accords in the Madrid Conference.
2.) He slammed Sa'adam who was the only counter to Iran, Saudi Arabia, Egypt and Syria, and other Islamic factors.
3.) He was the Muslims' petboy.
2 was actually a good thing. At that time (1990), Iraq had a serious and dangerous program for mass destruction weapons, including uranium enrichment using centrifuges.
Not really, history has proven it to be a half-right move. Without this, the non Pan-Arabist Muslims would had much harder time to fight Israel and the West.
About the nukes, I don't think Sa'adam would have used it. After all, Sa'adam was not as suicidal as Ahmedinejad.
Anyway I think if already taking on Iraq he should have had attacked Iran, Egypt and Saudi Arabia also.
Btw, Syria then and now is much more dangerous to Israel than Iran or Iraq.
