Greta VanSustern says, The senate was so busy trying to lock in the special interests of various Senate Democrats, Ben Nelson, Mary Landrieu, that Majority Leader Reid, feared that they would not get the necessary votes to pass the bill if any single Senate Democrat risked losing his or her special deal with a severability clause. She said, When you draft legislation, it is legislation 101 to include a clause that says if part of the statute is declared unconstitutional, the rest of the statute remains. Everyone, who has ever worked on legislation knows that. The senate Democrats removed it.....they deliberately removed it. The Senate got boxed into having the house Vote on the Senate bill minus the severance clause in order to get the healthcare bill passed.
