23-year-old Roberto Soto told officers he was taking the kids, all under the age of 15, to a birthday party, and that was the only way they could fit into the car.
Mesa Police were first alerted to Soto after receiving a phone call about a road rage incident, and fired up the police chopper to follow him from the air.
Police say he must have been so drunk, they saw him drive right through an unrelated accident scene without stopping.
When they finally pulled him over on Monday night, they discovered 4 kids in the back seat, and then 3 in the trunk.
Soto allegedly admitted to having several beers throughout the day. When he was tested, his blood alcohol level was .16, twice the legal limit.
He was arrested on charges of aggravated DUI and seven counts of child endangerment. Soto has a prior conviction for a hit-and-run death.
