Probably, but that's not always the case. 

I remember years ago reading about this case in England where a mother lost her little boy at a mall.  The child was abducted by these older, preteen boys.  It was a very gruesome case.  And as it turned out these boys left the child to get run over by a train, after beating him, and doing who knows what else.
