the specific amounts he mentioned (a billion here, 2 billion there) were minor details in a long list of in expenditures (my bad, "investment" and "trade") that were not accompanied with any specific number, but which easily will far surpass the couple of numbers he threw out that are "crumbs" distracting from the costlier parts he mentioned.   And the language he used made it clear to Islamists & those who follow them, that the support isn't just "to the Middle East," but to the "vanguard" (Islamists) taking over the Middle East
