A law to forbid Obama from Shooting at Israeli planes

Some of the left wing ideologues like Jimmy Carter's former National Security Advisor, suggested that the US might attack Israeli planes, if they were trying to carry out a bombing mission against Iran (at the very least in Iraqi airspace).
In light of the real nuclear threat that Iran poses to Israel and the threats against Israel to not take any effective action and in light that fought a long war in Libya without congressional approval, I propose that Congress tries to pass a law specifically forbidding the USA to shoot at Israeli planes.
Even if the law doesn't pass it draws attention to how anti-Israel this president is and how Obama uses military force to advance the cause of Islam.

That won't pass because I don't think a law forbidding us to shoot any foreign country's planes will ever go over well. If a country is our ally then it's a given we don't shoot at their planes deliberately. Friendly fire can and does happen sometimes.

Right but firing at Israeli planes is not friendly fire it's shoot to kill. Besides I don't think Jimmy Carter YM"S would have that kind of influnce in war
