Might be, but the likely path of the electricity is through the person touching the door down to the ground. I think that in order for a chain of people to get electrocuted simultaneously the last person must be bear feet and the rest wearing shoes.

Probably what happened is that one after another they tried to open the door to escape. And soon enough there must have been a very distinct smell of burnt hair and flesh, and there were shots fired during or soon before. It didn't occur to them that it was electricity because they may have thought it's fire or shooting that do the killing.
