You're not listening to me.  They were brought in to add to the labor party's voting pool.   But they were not sufficiently attracted to the labor's message, nor did they feel they "owed" that party for their entry.  Socially they are conservative not leftists.  With the emergence of the Yisrael beteinu party it showed that they did not go along with labor's plan and that plan didn't work.     The problem is that lieberman is not much different from labor nor from likud.   They all have a great deal in common despite appearances otherwise.   But certainly the design was for russian votes along with arab votes to boost Labor as it faces off the demographic threat from nationalists and religious.

Unfortunately the Misrad Hapnim under Shas and others have tightened up the rules of Aliya to clamp down and even permanently exclude genuine Jews who have even a decades-old expired criminal record, especially if the applicant is viewed as being politically 'incorrect'!

In the current political climate, I doubt if they'd even let Jonathan Pollard in on Aliya: to be bury his corpse on the Mount of Olives as a hero, yes!

But no way will a living Pollard be allowed to leave Ben Gurion Airport arrivals lounge!

I agree,however even Lansky was not wanted nor ever convicted of any crime & he too should have been allowed to make aliyah.
