The black baby with blue eyes may very well have had two black parents with brown eyes, but both of them would have had to have white admixture back in their family lines and be carrying the alleles for blue eyes. A spontaneous mutation is also possible but much less likely.
The second baby in the video is more of a questionable thing. I have seen the image and the claim that's their biological child before but I haven't been able to track down the story. The baby does seem to have black facial features though even if the skin is lighter than it should be normally and the hair is blonde. If the baby isn't an albino it could be again, a case of people with white admixture in their background just happening to pass on some of the recessive genes for light skin and hair.
Vanessa Williams has white admixture and also likely had some whitening treatments to her skin.
Basically this video is cherry picking incidents of children turning out lighter than expected, usually a single child. Keep in mind that most black people in the USA have some white admixture and a lot of this begins to make sense, especially when you consider that the kids who are mixed and this video claims to look white do not look white. They might have light skin but that doesn't really mean they look white. Their facial features are still intermediate.
Look at the close up of Sophia Richie at 7:14. That's not a white child by any means!
