The Chinese New Year (and other lunar new years on the same calendar, such as those observed in Korea and Vietnam) always coincides with Rosh Chodesh (plus or minus 1-2 days), since it's on the new moon. But which Rosh Chodesh?
* If it's a leap year, then it's Rosh Chodesh Adar I.
* If it's a non-leap year preceding a leap year, then it's Rosh Chodesh Adar [SEE EXCEPTION BELOW].
* Otherwise, it's Rosh Chodesh Shevat.
EXCEPTION: In year 7 of the 19-year cycle (the non-leap year that precedes year 8, the "latest" year in the cycle), it can sometimes be on Rosh Chodesh Shevat instead. This happened in 2004, and will happen again in 2023.
