See Responsa Avnei Neizer Orah Hayim ch. 345, which explains that even for a murderer, we can find an instance when a person is not liable, since he did not learn about it, and it is not necessarily logical. An example would be euthanasia, which logically could be viewed as a kindness.     
Gentiles are obligated to fulfill the Seven Noahide Commandments because they are the eternal command of God, transmitted through Moses our teacher in the Torah. The main and best book on details of Noahide observance is "The Divine Code" by Rabbi Moshe Weiner.
