Shopping Centre Attack Plan

Nearly two years after the Cronulla riot, it has been revealed police believed groups planned to converge on and wreck "a large shopping centre at Miranda" during late-night trading.

After learning of the plan through intercepted text messages, police used emergency power passed by state parliament just a few hours earlier to block off major roads leading to Sutherland Shire.

NSW Ombudsman Bruce Barbour revealed the plan in a report reviewing the use of special police powers.

The report appears to validate rumours, which swept the shire but were never confirmed at the time, that Westfield Mirnada was an intended target for reprisal attacks.

It reinforces the gravity of the situation in the week after the violence broke out in December 11, 2005.

On Thursday, December 15, state parliament, in an emergency sitting, passed the new laws, which received assent immediately and were proclaimed law.

Mr Barbour said that when police were given new powers, it could takes months or years before systems and procedures were put in place and training carried out.

The speed with wich they were required to prepare to use those powers was unprecedented. That night, a few hours after the legislation was passed, the power had been used to establish roadblock on main roads to the shire.

"Police involved in Operation Seta, an operation to restore order and prevent further rioting, had intercepted test messages and other information indication that groups were planning to reignite large-scale violence in the area by converging on and wrecking a large shopping centre at Miranda in Sutherland [ Shire ]," the report said.
