The insurgency now stretches from Afghanistan's border with Iran through the southern half of the country. The Taliban now are able to interdict three of the four major highways that connect Kabul , the capital, to the rest of the country.

"I am not convinced we are winning it in Afghanistan ," Adm. Michael Mullen , the chairman of the Joint Chiefs of Staff, conceded before a congressional committee on Tuesday.

Experts inside and outside the U.S. government agreed that a key reason for the resurgence is a growing popular sympathy for the militants because an over-reliance on the use of force, especially airpower, by NATO has killed hundreds of civilians.

On Wednesday, Pakistan's military chief, Gen. Ashfaq Kayani , warned that cross-border U.S. missile strikes and commando raids no longer will be tolerated. "The sovereignty and territorial integrity of the country will be defended at all cost," he said.

Mullen said he is examining "a new, more comprehensive strategy for the region," an acknowledgement that the current approach lacks coordinated reconstruction and humanitarian programs.

"We cannot kill our way to victory," said Mullen, who warned that the U.S. and its allies "are running out of time."

White House spokeswoman Dana Perino said that efforts to capture or kill bin Laden haven't been without "ups and downs." But, she added, the failure to find him says "a lot about the geography . . . where al Qaida decides to hide. And as the president says, Osama bin Laden is not out there leading any parades."

Al Qaida and the Taliban — the Islamist militia that harbored bin Laden while it ruled Afghanistan — were quickly defeated by U.S. airstrikes and opposition forces directed by CIA officers and U.S. commandos after the Sept. 11, 2001 , attacks.

But many extremists fled and regrouped in Pakistan's remote tribal region, in part because Bush declined to use U.S. troops to block escape routes and began diverting resources for the 2003 invasion of Iraq .

Afghans have voted since then in democratic elections, enjoyed greater rights than ever before, and seen the construction of schools, clinics, roads and other infrastructure with billions of dollars in international aid.

The U.S. and its allies have killed and captured thousands of al Qaida and Taliban fighters, including senior and mid-level leaders.

But bin Laden and his inner circle have established new bases inside Pakistan , where they plotted deadly attacks in London and Madrid , and where U.S. intelligence officials say they're plotting new attacks and training recruits. So have Taliban leader Mullah Omar and his lieutenants, who U.S. officials said have been aided by sympathetic Pakistani military and intelligence officers.

With U.S. forces stretched by the war in Iraq , NATO allies unwilling to commit large numbers of soldiers and the Afghan security forces unable to operate independently, U.S. commanders have too few men to contain the revival of the Taliban and its allies.

There are now some 62,000 foreign soldiers in Afghanistan , including 34,000 U.S. troops, and some 150,000 Afghan security forces. They face an estimated 7,000 to 11,000 insurgents, according to U.S. commanders.

Though the guerrillas are no match for U.S.-led NATO forces, U.S. commanders are unable to hold areas cleared of insurgents long enough to establish strong Afghan government control and pursue large-scale development programs.

This year the Taliban have carried out their most lethal attacks against foreign troops, launching coordinated strikes in different areas that combine regular attackers and suicide bombers.

The most serious came last month when over a two-day period the insurgents hit a major U.S. base in eastern Afghanistan with at least 10 suicide bombers and a ground force and ambushed a French-Afghan patrol near Kabul . At least 10 elite French paratroopers were killed and 21 injured, the worst loss of NATO troops in a single incident.

Despite killing many more civilians than the allies have, the insurgents are also winning the all important "information war" for the hearts and minds of the region's deeply religious Muslims, U.S. military officials conceded.

The insurgents' sophisticated propaganda machinery exaggerates civilian casualties caused by foreign forces and reinforces perceptions fueled by U.S. abuses against captured detainees that the Bush administration is waging a war against Islam.

Pakistan has seen an explosion in extremist violence following a succession of U.S.-funded offensives against al Qaida and other militants in the tribal region.

The operations fueled the emergence of Pakistani militant groups that banded together into the Taliban Movement of Pakistan , or TTP, which Pakistan's Interior Ministry chief, Rehman Malik , recently conceded is under al Qaida's control.

The TTP has routed Pakistani security forces, imposed strict Islamic law across the tribal region and extended its reach deep into the country through a campaign of intimidation and violence that has claimed thousands of lives, including that of former Prime Minister Benazir Bhutto in December.

"We've eliminated a lot of important players, but all those players have been substituted," said Christine Fair , an analyst at RAND Corp. , a U.S. research organization. " Pakistan is far less secure than before the launch of the global war on terrorism. It is unquestionable that we are failing in Afghanistan . The Taliban are expanding with alarming success."

TTP fighters are also crossing to attack U.S. troops in eastern Afghanistan , which has seen a 40 percent rise in violence since last year, according to U.S. commanders.

The insurgents' strategy has two major goals: to erode popular support for the U.S.-backed governments in Islamabad and Kabul and to undermine popular backing in the United States and allied countries for continuing the mission in Afghanistan .

They appear to be succeeding, with recent polls in Britain , France , Holland and Canada showing majorities favoring troop withdrawals.

Canadian Prime Minister Stephen Harper on Wednesday said that Canada would pull its troops out of Afghanistan in 2011. "I don't really think there will be much appetite among Canadians," Harper said. "I don't think even among the armed forces themselves — although they probably wouldn't say so — much appetite to see rotations continuing the way they've been after six years."

Exactly. I just wish we had an anti-Islam President who would defend us against Islam.

An intensifying insurgency in Afghanistan has raised fears about its prospects seven years after U.S.-led forces ousted the Taliban. That worry has compounded pressure on Pakistan to go after militants operating from enclaves on its side of the border, including in North Waziristan.

Security forces stepped up offensives in two areas in August, the Bajaur region on the Afghan border and the Swat Valley in North West Frontier Province.

Hundreds of people have been killed in the fighting including 100 militants in Bajaur on Thursday, the military said.

Hours after Friday's missile strike, a roadside bomb hit a security convoy in a nearby village, seriously wounding two soldiers. Soldiers in the convoy opened fire after the blast, wounding four civilians, residents said.

REVISE STRATEGY

Fears about Afghanistan's future and frustration with Pakistani efforts to tackle the militants have led to more U.S. missile attacks by drone aircraft in Pakistan.

About a dozen strikes this year have killed scores of militants and some civilians.

But in addition to missile strikes, helicopter-borne U.S. commandos carried out a ground assault in South Waziristan last week, the first known incursion by U.S. troops into Pakistan since the 2001 invasion of Afghanistan.

Pakistan condemned the raid in which officials said 20 people, including women and children, were killed.

The U.S. military raised fears of more incursions on Wednesday, saying it was not winning in Afghanistan and would revise its strategy to combat militant havens in Pakistan.

Pakistani army chief General Ashfaq Kayani said in a strongly worded statement that Pakistan would not allow foreign troops onto its soil and Pakistan's sovereignty and territorial integrity would be defended at all cost. Kayani also dismissed speculation of a secret deal allowing U.S. forces to attack.

The New York Times reported on Thursday that President George W. Bush had secretly approved orders in July that for the first time allowed U.S. special forces to carry out ground assaults inside Pakistan without the approval of the Islamabad government.

U.S. officials declined to comment on the report and Pakistan's U.S. ambassador Husain Haqqani told Reuters Bush had issued no new orders.

Kayani ended a meeting with his top commanders on Friday saying the military, under government leadership, would protect Pakistan's territory and there was "complete unanimity of views between the government and the army" on the issue.

Tension with the United States has added to the worries of investors who have seen Pakistan's financial markets battered by political turmoil and economic problems.

At the same time, Pakistan is highly vulnerable to any reduction in U.S. financial support, given the depletion of its foreign reserves, which has sparked talk it could default on a sovereign bond next year unless it gets foreign financing.

This group had sent emails before the UP court blasts, the Jaipur and Ahmedabad blasts. This time, too, it sent an email to media groups, however, 10 minutes after the first blast. And for the third time, it specifically threatened The Times of India for attacking terror.

The first blast took place at Ghaffar Market at 6.10 pm. Soon after that, two explosions rocked Connaught Place, one at Barakambha Road near Gopaldas Building at 6.30 pm and the other near the Metro station at the Central Park at 6.31 pm. Almost simultaneously, a blast hit M-block market in Greater Kailash-I near McDonald's and seven minutes later another bomb went off near Prince Pan Corner in the same market.

All blasts were of low intensity, and the defused bombs suggest they used the cocktail of ammonium nitrate, gun powder, ball bearings and nails, with timer devices , the same kind of bombs that were used in Jaipur, Bangalore and Ahmedabad, indicating that it's the same group that's wreaking terror across the country.

Eyewitnesses said that explosives at Connaught Place were kept in a dustbin in Central Park of Connaught Place while at Gopaldas building, the bombs were kept in a dustbin next to the bus stand. An 11-year-old boy, Rohit (name changed) who had witnessed two persons wearing a black dress putting two plastic bags inside the dustbin, is being examined by the cops.

Police say the first blast in Karol Bagh was the result of a Compressed Natural Gas (CNG) cylinder explosion. The impact of the blasts in Karol Bagh could be gauged by the fact that an auto was thrown up in the air and got caught in the electrical wires. "The terrorist have used the CNG autorickshaw to maximise the impact and we have so far not been able to find the number plate of the vehicle," said a police officer.

Eyewitnesses claim that explosives were loaded on a bicycle near Prince Pan Centre in GK I and another inside a dustbin near McDonald's. All the blasts were of low intensity and ball bearings were used to maximize the impact, said investigators.

In GK's M block market, the blast took place next to a Maruti car to maximise the impact but it did not explode averting a bigger tragedy. Cops said that a low intensity blast with a timer was used to trigger the blast. The second blast which took place next to a pan shop was higher intensity but shopkeepers and shoppers had evacuated the area by then, reducing the human loss. All the blast sites were popular shopping destinations, and all of them were teeming with people on weekend shopping.

Three unexploded bombs were found later taking the total number of bombs to 8. The first was found near India Gate inside a dustbin at the Children's Park and one was defused at Regal Cinema Hall which was lying on the road, while another one was found at Central Park, again inside a dustbin. A National Security Guard (NSG) team defused the bombs after they were informed by the witnesses about unclaimed objects. NSG experts were assessing the situation and nature of explosives used. Joint Commissioner of Police, Special cell, Karnal Singh said, "The nature of explosives and bombs used are similar to those used in Jaipur and Ahmedabad. Chemicals were used along with nails and ball bearings and it was set off using electronic timers."

The police are scanning CCTV footage of the GK I M block market and at Karol Bagh area to zero in on suspects. Delhi Police say that the Capital was always on high alert but there was no specific threat perception. It had gone down after the terror module of SIMI-Indian Mujahideen ring was allegedly busted by Ahmedabad police.

The Delhi Police have also installed a helpline for victims and any person willing to provide information and seek assistance. People can call on 011-23490212. Delhi Police spokesperson Rajan Bhagat said, "We have got vital clues on the blasts and are examing the same."

I actually wrote a really long piece on the War on Islam last year on the 9/11 anniversary. And IMHO I thought it was devastating to "the worldwide jihad" (as Robert Spencer puts it) and to Islam. But this year I thought I would be brief and to the point. I was hugely inspired by the unending and seemingly universal theme of "remembrance" and "never forget" on t'v' on 9/11.

The fact is, proper human beings -- especially Americans -- seek to win their wars and crush their enemies. Life is meant to be victorious, glorious, and joyous! All the sad whining and melancholy wallowing in pain on television was driving me nuts! So the above, brief, to-the-point polemic was my answer to all the folks I grossly disagreed with on that horrific day.

i wrote a poem, a great one on 9/11, i believe by the way bush has refused to act on certain terms of that day he is hiding something

Agree, This should have been Bush's speech, Death to those who are killing innocent people period!!!!!  Islam is the next Hitler, it will take more than guns or bombs to defeat them.  It will take strength, determination, faith in God, and courage.   The one thing that can totally defeat them is Christ, and his 2nd coming.  Let not your hearts be troubled, he will not let Israel be destroyed, those who bless Israel will be blessed, and those who oppose and attack her, will be annihilated.....So it was written, and so it shall be done!!!!!!

Islam makes every country ugly! Muslims are dirty people and they make everything dirty. Here in Simi Valley Muslim houses are dirty and old. Other houses are clean and nice. Muslims don't care about their neighbourhood.

yeah. i so wish israel would not make the mistake and come take our water the Litani river and other rivers from the South. This will outrage people. Lebanese are the less radicalist among arabs, if only anyone gives them the chance to live. we wanna live.we fought the palestinians, the syrians now we have the persians,.. but finally they were imposed on us. we re really tired. i sometimes ask myself why i am lebanese.

what would you say about hezbollah in the south? the palestinians camps in lebanon?

I don't have pics and I don't like to see pics. It really hurts to see beautiful countries becoming so dirty because of Islam. When I used to go sometimes to some islamic regions in Lebanon, you always see Allah akbar written on walls, with 1000 of dirty children (who belong to just one family), they like to paint their walls in 1000 colors, and they do not have anything called esthetique.

It's terrible... here in my town you can see "muslim power" written on the walls. a lot of turkish flags and everywhere muslims.
