That is your british black rapper.. you americans like the english accent.. This isn't quite a traditional english accent, it's a black british street way of speaking. Youth (or as they say Yoof) of indian/pakistani descent imitate it too, hence the Ali G spoof character.

british blacks generally aren't very anti britain. They kill each other but they don't hate britain like american blacks do. [1]
