I suspect that it is a template in MS Word or OpenOffice with a masterheading and three column layout and good selection of Newspaper fonts.

In todays world seeing is not believing because it is so easy, with computer software, to make it seem like something happened like with photoshop, and the Bush memos which were forged with MSWord.

Very good point on the forged Bush memo.
