Taking personal blame, Obama stated that "the buck stops with me" as he unveiled a series of policy changes intended to prevent future attacks.
The modifications that the president ordered were mostly modest steps, according to The Los Angeles Times. He directed the National Counterterrorism Center to "prioritize and pursue thoroughly" terrorism tips and instructed the State Department to revoke visas when questions arise about international travelers.
Obama did not demand resignations from any top officials, stating that the incident was "not the fault of a single individual or organization, but rather a systemic failure across organizations and agencies."
Many Republicans have attacked the current administration’s policy toward terrorism after the airline attack, the massacre at Fort Hood and the decision to try several 9/11 suspects in a civilian court.
"The American people should not have to rely on luck and passengers’ sheer determination to stop terrorist attacks," Rep. Pete Hoekstra (R – Mich.), the ranking Republican on the House Intelligence Committee, told Fox News.
"They need a government that is working together on the executive and congressional levels to help keep our homeland safe," he added.
