They Must Go

As I'm reading "They Must Go" I'm wondering who's observing the dead Jews [in the begining of the first chapter].
What am I missing?
He keeps describing one incident per paragraph, but who's seeing the dead and dying? Who's going around house to house  looking at the dead?
