I believe that his is an act intentionally created to allow terrorist atrocities against Jews to take place, in order to use the maimed and dead Jews as an "excuse" to refuse "peace negotiations".

My personal opinion: [definitely "safe" if you want to sabotage "peace talks" while insisting publicly that you want "negotiations" to continue, in order to not lose the financial and military backing of the U.S.A. -- after all, what's a few "dead Jews" in the grand scheme of history according to Barak, Sharon, Peres, Olmert, and Netanyahu? Those dead and injured are the "painful sacrifices for peace" -- those Jews these "leaders" always mention in their speeches. By being too cowardly to "just say no!", and by continually throwing the PLO little 'nibbles' of land and territory, they merely encourage a war of genocide against themselves. ]
In what way do they want to refuse peace negotiations? The negotiations ARE ongoing no matter what is being said in public. The "refusal" is only a by-design ploy to keep the Israeli public from turning on the govt. They, the regime, want negotiations. They want peace settlements. They want land transfers. This can be readily interpreted from the actions of the prime minister, no matter what his words have been, since he took office.
What is more likely is that they want these muslim nazi atrocities for 2 reasons. 1. They think that if they leave the Jews defenseless and vulnerable, it will decrease the population size (since the "building freeze" has already clamped down on it to prevent growth) causing these Jews to flee, and 2. They can
JUSTIFY their capitulation and surrender in "peace agreements" by the incidence of these atrocities. Look at the historical pattern. Arab terrorist nazi attacks have been used to justify surrender and to rally public support for land transfers since the public has not the endurance to withstand the attacks but instead comes to view staying in a particular area as "a losing battle."
The concept of "Sacrifices for peace" means that dead Jews from terrorist attacks are the "price to pay" for
making peace agreements with the Arabs and giving them our land, which enables these attacks. It does not have to do with refusal. From day 1 of the Oslo sham, there was not a refusal to carry out the accords due to terror attacks, no matter how brutal and no matter how obviously spawned by the accords themselves.
