USA Politicians can freely spend dollars on programs to bribe the voters while either misrepresenting the true costs or by pushing the debts for the program on to some future generation, which will have to pay the bill after they are long gone from politics or by increasing the amount of money borrowed by the government or by printing out more paper money without the increase representing an increase in gold or other wealth that has increased in the economy; or by selective taxation against political enemies.

What changes in the constitution are needed to stop this?
Keep in mind that huge sections of the population have grown dependent on these bribes.

You're kidding, right? There's already a way to limit taxes and spending. People need to grow up and realize that the government does not give out free money. As long as the people have the freedom to vote there's no need for any changes to the Constitution. Of course, with the freedom to vote comes the responsibility to be educated and realistic towards the role of each level of government. That is what's lacking today, which partially explains the mess this country is in.
"When the people fear their government, there is tyranny;
when the government fears the people, there is liberty.”

I would like to repeal the Voting Rights Act of 1965 and the Civil Rights Act of 1964. This country was better off without those stupid ineffectual laws!
