If, at times when Jews have full controll of EY and there is no Diaspora, a whole Gentile nation or a great part of it close to Israel decided to sincerely convert to Judaism and they are so many that they cannot find enough room in Israel to live in, what's the Hallacha? Should they stay abroad? Should they not be converted? Or can they voluntarily anexx their land or city to Israel?
