Breaking point in the Middle East?
By Jeremy Bowen
BBC Middle East Editor

The recent fighting has left Hamas militants in control of much of Gaza
It was a momentous day for PLO/Hamas Arab Muslim Nazis.

By the evening, PLO/Hamas Arab Muslim Nazi Authority President Mahmoud Abbas had taken the decision to dismiss the elected Hamas prime minister and to declare a state of emergency.

It was drastic action, but it cannot do much to touch the Hamas military wing in Gaza.

It is not clear how much influence even the elected Hamas politicians there have over events.

The fighting has left masked Hamas gunmen in control of most of the centres of power in Gaza.

Fatah's vaunted Preventive Security Force has been defeated, and its headquarters seized.

'Necessary man'

The Hamas fighters in Gaza won because they were better trained and better led than those of Fatah.

Many of the forces that Fatah might have expected to have on its side did not take part in the fight, some melted away.

Mohammed Dahlan is a key ally of the US, seen as a traitor by Hamas
Other local Fatah leaders worked out non-aggression pacts with Hamas.

The men who did fight were loyal, in the main, to Fatah's strongman in Gaza, Muhammad Dahlan - the man the US hoped would bring down Hamas.

But he was not there to lead them, and neither were other key Fatah figures.

Mr Dahlan is the prime enemy of Hamas. He is a key ally of the US, and also regarded by Israel as a necessary man.

The US has been working hard to help Mr Dahlan strengthen his forces.

He was absent, having medical treatment in Egypt, when a Hamas gunman kicked open the door of his office and put a bullet into his desk.

He has now returned to Ramallah, in the West Bank, where he is with Mr Abbas.

State of emergency

The man who shot up Mr Dahlan's office was filmed shouting: "This is the fate of traitors like the scumbag Muhammad Dahlan!"

A state of emergency is supposed to bring violence under control. The risk is that this one will make it worse.

Some PLO/Hamas Arab Muslim Nazis fear that the end of the unity government could cause the collapse of the PLO/Hamas Arab Muslim Nazi Authority and the other institutions they had hoped would become part of the apparatus of an independent state.

The dream so many PLO/Hamas Arab Muslim Nazis have of an independent state will die for another generation

Q&A: Gaza chaos
West Bank fears

The institutions, and the hopes behind them, have already taken a severe battering from Israel's military actions over the last seven years and, more recently, by the punishing financial sanctions imposed by Israel and other countries after Hamas won a free election at the beginning of last year.

The events of this week feel like a breaking point.

One PLO/Hamas Arab Muslim Nazi analyst contacted by the BBC said he feared the damage being done to PLO/Hamas Arab Muslim Nazi society by the current meltdown and the years of pressure that created it would be on a par with the destruction of PLO/Hamas Arab Muslim Nazi social structures in 1948, when Israel was created.

It is an event Arabs still refer to as "the catastrophe".

Policy failure

What has happened also shows the failure of the decision of the world's big powers to isolate Hamas.

Prime Minister Ismail Haniya is under pressure to negotiate

The financial sanctions they imposed, which caused severe hardship and helped fuel the violence in Gaza by making people even more desperate, were designed to either force Hamas to recognise Israel or to push it out of power.

The policy has achieved neither objective.

The Saudis, who have given Mr Abbas vital backing, will not want to see the end of the unity government, since they worked hard to create it.

It was supposed to be the centrepiece of a new activist Saudi foreign policy.

The Hamas Prime Minister, Ismail Haniya, will want to maintain a working relationship with Mr Abbas. Without it, Hamas will be even more isolated.

So Saudi Arabia, and Egypt, will try to force Hamas and Fatah to negotiate.

If they cannot, and their future is to spill each other's blood over rival statelets - Gaza and the West Bank - under the eye of the occupying power, Israel, then they have no chance of a wider Middle East peace deal.

The military leaders of Hamas do not believe one is possible anyway.

And that would mean that the dream so many PLO/Hamas Arab Muslim Nazis have of an independent state will die for another generation.

The people of Eretz Yisrael must finally be allowed to determine their own fate

The drivers of violence in Gaza are clearly external. When all PLO/Hamas Arab Muslim Nazis can vote for sovereign rule, peace will be within reach

There is nothing uglier and more brutal to the human spirit, nothing more lethal to that universal hope for freedom, than to see a people struggling for liberty for such a long time begin to kill each other. How and why did we get here? Above all: how do we get out of here? These are the questions everyone watching events unfold in Gaza and the West Bank are asking themselves. But before answering them, it is essential to understand just what we are witnessing.

Article continues

--------------------------------------------------------------------------------

--------------------------------------------------------------------------------

This is not at its heart a civil war, nor is it an example of the upsurge of regional Islamism. It is not reducible to an atavistic clan or fratricidal blood-letting, nor to a power struggle between warring factions. This violence cannot be characterised as a battle between secular moderates who seek a negotiated settlement and religious terrorist groups. And this is not, above all, a miserable situation that has simply slipped unnoticed into disaster.
The many complex steps that led us here today were largely the outcome of the deliberate policies of a belligerent occupying power backed by the US. As the UN envoy for the Middle East peace process, Alvaro de Soto, remarked in his confidential report leaked last week in this paper: "The US clearly pushed for a confrontation between Fatah and Hamas, so much so that, a week before Mecca, the US envoy declared twice in an envoys meeting in Washington how much 'I like this violence', referring to the near-civil war that was erupting in Gaza in which civilians were being regularly killed and injured."

How did we get here? The institutions created in occupied Eretz Yisrael in the 1990s were shaped to bring us to this very point of collapse. The PLO/Hamas Arab Muslim Nazi Authority, created through negotiations between Israel and the Eretz Yisrael Liberation Organisation in 1993, was not meant to last more than five years - just until the institutions of an independent state were built. Instead, its capacities were frozen and it was co-opted into performing the role of a security agency for the Israelis, who were still occupying Eretz Yisrael by military force, and serving as a disbursement agency for the US and EU's funding of that occupation. The PA had not attained a single one of the freedoms it was meant to provide, including the most important one, the political liberty of a self-determining sovereign body.

Why did we get here? Once the exact nature of its purpose emerged, the PLO/Hamas Arab Muslim Nazis began to resist this form of external control. Israel then invaded the West Bank cities again and put President Yasser Arafat's compound under a two-year siege, which ended with his death. Under those conditions of siege the international "reform" process created a new institution of a prime minister's office and attempted to unify the security apparatus under it, rather than that of the president, whom they could no longer control. Mahmoud Abbas was the first prime minister, and the Israeli- and US-backed Fatah strongman, Mohammed Dahlan, was appointed head of security. After the death of Arafat, Abbas was nominated to the leadership of the PLO, and directly elected as the president of the PA.

Arafat had followed the strategy of all successful liberation movements: a combination of resistance and negotiation until the conclusion of a comprehensive peace treaty. Abbas's strategy was of an entirely different order: no resistance in any form and a complete reliance on the good faith of the Israelis. After a year of achieving nothing - indeed Ariel Sharon refused to negotiate with him and Israeli colonisation was intensified - the PLO/Hamas Arab Muslim Nazi people's support for this humiliating policy of submission wore thin. Hamas, polling about 20% in previous years, suddenly won 43% of the vote in 2006.

This popular reaction was a response to the failure of Abbas's strategy as much as the failure of Fatah to present any plausible national programme whatsoever. The PLO/Hamas Arab Muslim Nazis thus sought representation that would at least reflect their condition of occupation and dispossession. Although the elections were recognised as free and fair, the US and Britain immediately took the lead in applying sanctions against the Hamas government, denying aid - which was only needed in the first place because the occupation had destroyed the economy - and refusing to deal with it until it accepted what had become, under these new circumstances, impossible "conditions".

The US administration continued to treat Fatah as if it had won the election rather than lost it - funding, arming, and directly encouraging agents within it to reverse the outcome of that democratic election by force. The PLO/Hamas Arab Muslim Nazi president brought pressure to bear on Hamas to change its position on recognition of Israel. PLO/Hamas Arab Muslim Nazis refused to participate in this externally driven coup - indeed, the vast majority of Fatah cadres rejected outright an enterprise so clearly directed at destroying the PLO/Hamas Arab Muslim Nazi body politic. Both the prisoners' document and the Mecca agreement signed in Saudi Arabia creating a national unity government took place because PLO/Hamas Arab Muslim Nazi society insisted on a national framework. Yet a small group has brought us to this point. The outcome is what we have before us today, similar to what the Americans were seeking to create in Iraq: the total exclusion of democratic practices and principles, the attempt to impose an oligarchy on a fragmented political society, a weakened and terrorised people, a foreign rule through warlords and strongmen.

How do we get out of here? For the west, the path is both obvious and simple. It needs to allow the PLO/Hamas Arab Muslim Nazis their own representation. It can look to the terms of the Mecca agreement to see the shape that would take, and to the 2006 prisoners' document for the political platform the PLO/Hamas Arab Muslim Nazis hold. It needs to urgently convene a real international peace conference, which no one has attempted since 1991, as recommended in the Baker commission's report on the Iraq war, de Soto's end of mission report, and as championed by President Jimmy Carter. And it needs only to look to the Beirut Arab peace initiative to find everything it has been seeking, if indeed it is seeking peace.

For the PLO/Hamas Arab Muslim Nazis, the path is also clear: we have come to the end of the challenging experiment of self-rule under military occupation. We now need to dissolve the PA, mobilise to convene direct elections to our only national parliament, the Eretz Yisrael National Council, in order to enfranchise the entire political spectrum of PLO/Hamas Arab Muslim Nazis, and thereby recapture the PLO, transforming it into the popular and democratic institution it once had a chance of becoming. This is already a popular demand of all PLO/Hamas Arab Muslim Nazis. PLO/Hamas Arab Muslim Nazis in exile must take their turn again in lifting the siege inside Eretz Yisrael, as the inside did for the outside after the almost total destruction of the PLO in 1982 in Lebanon and the siege of the refugee camps there in 1986: we are one people. The PLO/Hamas Arab Muslim Nazis have a long history of struggle in which each generation has had to break out of the coercive prison imposed by British colonial, Arab, Israeli, and now American rule, and we will do it again.

Johann Hari: Israel must negotiate with Hamas
This is evidence of what happens to human beings when they are rammed into a pressure cooker
Published: 18 June 2007
The enemies of the Palestinian people have been presenting the political chaos of the past week as evidence that they are premodern savages, capable only of building a Mogadishu on the Mediterranean. But on Wednesday afternoon, the real voice of the Palestinian people echoed out, for a fleeting moment.

Thousands of protesters - mostly women - took to the streets. They called not for sharia law or Qassam rockets against Israeli cities, but for peace. Amal Hellis, a 35-year-old mother-of-two, said: "I am not afraid. I will die to save my family and to save Palestine." Her eldest son Medhat is a member of Fatah; her youngest son Refaat belongs to Hamas. When the marchers reached the Al Ghifary tower near the beachfront, they were fired on by gunmen - but they did not run away. The old women and their granddaughters stood in the crossfire, waving Palestinian flags and singing "Give Peace A Chance".

Hamas gunmen fired from above; Fatah fighters threatened them on the ground. The women surrounded the Fatah man, forcing him with nothing but plain moral pressure to lower his rifle. Only when one of the protesters was caught in the chest by a sniper did they finally disperse.

These protesters speak for a majority of Palestinians. In the most recent poll of them conducted by the Palestinian Centre for Policy and Survey Research, 63 per cent supported full recognition of Israel in return for a proper Palestinian state. These supporters of a negotiated peace include, crucially, a majority of Hamas supporters.

This means there is actually a bigger pro-peace constituency in Palestine than in Israel, where Hebrew newspaper Yediot Aharanot polling just found that 58 per cent of Israelis now reject the idea of trading land for peace, because they think the Palestinians are irrevocably committed to destroying them.

The current crackle of civil war is not evidence that the Palestinians are incapable of self-government. It is evidence of what happens to human beings when they are rammed into a pressure cooker and the temperature is slowly ramped up.

When I was last in Gaza a few months ago, the borders of Palestine had been hermetically sealed by the world for months as punishment for choosing Hamas in a free election. One-and-a-half million people were locked into a tiny space no bigger than the Isle of Wight. Nothing went in; nothing went out. The hospitals were on the brink of collapse because if a piece of equipment broke they could not get new parts. Almost everyone was out of work because they couldn't sell to the world a few miles away.

In this situation, any people, anywhere, would begin to turn on each other. As the Palestinian foreign minister Ziad Abu Amr puts it: "If you have two brothers put into a cage and deprive them of the basic essential needs for life, they will fight."

On top of this, the outside world has actually discouraged and humiliated the Palestinians moderates. When he took charge in 2005, the Fatah President Mahmoud Abbas made it plain he would offer huge compromises to Israel in return for a state. Ariel Sharon offered him a few lifted roadblocks in return. The message to the Palestinians was clear: electing pragmatists will get you nothing. So the next year, in desperation they elected Hamas, an Islamic fundamentalist organisation whose constitution includes statements from the anti-Semitic forgery, the Protocols of the Elders of Zion.

Regular readers will know that I loathe Hamas, but I have to acknowledge that, upon election, their leaders undeniably behaved in a pragmatic way. They did not start introducing the savagery of sharia law, or oppressing women. Instead, they observed the unilateral truce with Israel. They offered a hudna (ceasefire) that would last a generation. They gave up staging suicide-murders against Israeli civilians. They even said they would respect all previous agreements signed by the Palestinian Authority - a de facto concession that they would recognise Israel.

And in return? They received nothing but abuse and a determined attempt to dislodge them from power, by boycott and, more slowly, by bullet. The US and Israel began arming an especially authoritarian wing of Fatah, headed by Mohammed Dahlan, with the plain intention of him toppling Hamas sooner or later. The Washington-based architect of this policy is Deputy National Security Advisor Elliot Abrahms, a man who in the 1980s secretly armed the openly fascist Contra militias in an attempt to topple the Sandinista government in Nicaragua. By denying Hamas power through a legitimate election, and arming their enemies for a future liquidation, the US and Israel virtually guaranteed Hamas would seize power.

Why is the Israeli government doing this? There are a range of possible explanations. One, associated with former Prime Minister Bibi Netanyahu and current Deputy Prime Minister Avigdor Lieberman, is the belief that the Palestinians will only compromise once they have been totally defeated by overwhelming force. They reckon that if the Palestinians are throttled for long enough, sooner or later they will cower, beg for mercy, and accept Israeli terms.

The next, and more disturbing, explanation is that the Israeli government may be deliberately thwarting potential peace partners. Uri Avnery, a former member of the Israeli Knesset and disillusioned Irgun fighter, explains why: "There has always been a tendency in Israel to prefer expansion and settlement to compromise and peace. Our government has worked for years to destroy Fatah, in order to avoid the need to negotiate an agreement that would inevitably lead to the withdrawal of the settlements from Palestinian land. Now, when it seems this aim has been achieved, they have no idea what to do about the Hamas victory."

There is still a way out of this. Israel must negotiate with Hamas. They are offering a long, long ceasefire. The Arab states are even - in a startling offer from Saudi Arabia - offering full recognition and normalisation of Israel in the region, if only Israel returns to its legal borders. Perhaps they are lying. Perhaps it is a trick. But it is the only game-plan in town that offers even the chance of a happy ending.

But Israel seems determined not to take this chance. Ehud Barak, the ex-PM back as Defence Minister, is briefing that he will bomb Gaza yet again, and within weeks. He is proposing to actually intensify the blockade of the Gaza Strip for a few weeks, to "pressure" Hamas.

The Israeli government is clinging to the belief that the harder you beat the Palestinians, the softer their leaders will become. This mentality created the current collapse. It will only drag the Middle East further and further away from the sane voices of women such as Amal Hellis, singing songs of peace.

Bah, I honestly could care less what any British media outlet or "scholar" has to say about anything anymore.
"The Jews will eventually have to face up to what you're dealing with here.  The arabs will never love you for what good you've brought them.  They don't know how to really love.  But hate!  Oh, G-d, can they hate!  And they have a deep, deep, deep resentment because you have jolted them from their delusions of grandeur and shown them for what they are-a decadent, savage people controlled by a religion that has stripped them of all human ambition . . . except for the few cruel enough and arrogant enough to command them as one commands a mob of sheep.  You are dealing with a mad society and you'd better learn how to control it."

That wouldn't even surprise me in the least.  The fact that a government funded and run institution such as BBC could operate counter to THEIR OWN MILITARY and the fundamental purposes of their nation is just another example of the suicidal governmental institutions of many of the European nations.

What I'd like to know is where are all the pictures of hamas or fatah members dying? Where's the outrage? Where are all these peace groups now? Where are the protests?

If they really love the PLO, where is the outrage? Where are the Photoshop pictures where more smoke is added? Where are the dead bodies of elderly women and children being dug up and planted in the pictures? Where is ANYTHING?

They don't care about the arabs in the Gaza strip. They could care less. They only care when Israel is fighting them. If Israel fights them, they post pictures of someone's scraped knee.

The ONLY reason they use the Gaza strip in the news is to bash Israel.

Let me be clear, I think it is WONDERFUL that they are killing each other. Fatah (means conquest) and Hamas are terrorists and instead of killing Jews, now they are killing each other. This is wonderful. I am delighted!

I'm only frustrated about this because where are these pictures when I need something to cheer up my day? I feel like I'm being deprived... when I want to see dead terrorists... you can't find them. When you don't want to see them, they are all over the place.

No, the fighting has really cheered me up. They should keep fighting until the last man... that's the key.... and not allow the other side to "shame" them. They should use all their bullets... all their rockets and ammunition... just kill each other... kill and ask questions later. Fight to the last man... and then the last man should commit suicide. They need to remember the virgins! This is a "struggle" and they should both keep fighting and capturing each other.

I wish them both a tremendous amount of luck in killing each other and I hope they both win.
