Make the haredim pay taxes, work, and serve the same amount of time in the army as everyone else. They think they're above the law because the state treats them in that way. If women are in the back they can't be leered at as easily because they're behind the men's line of sight. In order to stare at the women the man would have to turn around to look at them, possibly drawing attention to himself in the process. If the women sat in front, he could be 'checking them out' without drawing any kind of attention.

Races generally tend to group together naturally anyway. Just look at any lunch room without assigned seating. If there's going to be a separation of men and women, one group has to sit in the front and one in the back. Sitting side by side doesn't really provide effective separation because they would then be sitting next to each other on the bus just across the little walkway. Unless it's a double decker, which is pretty rare, one group must be in the back and the other in the front. I think there are good reasons for women to be in the back versus men.
