Question about the Bible

Were the Jews being scattered and persecuted at the time the bible was written or did the bible make that prediction before the persecutions and scattterings began?

I'm thinking of the story of Moses, so maybe at the same time?

I'm thinking of the story of Moses, so maybe at the same time?

 Before. First Jews were in Mitzrayim (Egypt) as slaves. then the Exodus. We were free and then got the Torah on Mt. Sinai. The predictions of the exile and then the return to Israel is found towards the end of the 5 books of Moses as a prophecy for the future. Also besides Moshe other prophets as well talked about it during the times that Israel was in its land. (Both the exile and the ingatheering of the exiles).
.   ד  עֹזְבֵי תוֹרָה, יְהַלְלוּ רָשָׁע;    וְשֹׁמְרֵי תוֹרָה, יִתְגָּרוּ בָם
4 They that forsake the law praise the wicked; but such as keep the law contend with them.

ה  אַנְשֵׁי-רָע, לֹא-יָבִינוּ מִשְׁפָּט;    וּמְבַקְשֵׁי יְהוָה, יָבִינוּ כֹל.   
5 Evil men understand not justice; but they that seek the LORD understand all things.

Look at the prophecies where this is said at. This video shows a lot of them (the scattering and the ingathering).
