I am surprised that not more Kahanists live in Bat Ayin

While even so called Kahanist yishuv of Tapuach has Arab workers,Bat Ayin has a strict rule of Jewish labor only.
Also it is against the rules to own German cars there
Furthermore Arabs know better than to wander into Bat Ayin because their safety can not be guaranteed.
So why do so many Kahanists live in Tapuach rather than Bat Ayin?
Bat Ayin makes more sense.

After the nasty 2009 Bat Ayin axe attack even Kahanists got scared

Tapuach is known as a Kahanist town because in the early 90's the town council of Tapuach invited Binyamin Ze'ev and his supporters to move into the town because of bickering among the residents. But its much less of a Kahanist town now then it was then.
