I'm surprised that this was even allowed.  I can't believe that the local police allowed a woman to be topless.  The only way I think that it was allowed is that the photo shoot was approved.

In New York State it is 100 % legal for a woman to be topless anywhere a man is allowed to be shirtless.
I believe it is not legal here in Israel except at designated beaches.
