Like for a million other things your example holds, for rain only Israel has no natural rainfall and gets its rain from heaven as Torah says, everywhere else will follow natural cycles outside of miracles. Your question therefore is completely correct in England, in California that's natural.

Jerry Brown catered to the environmentalists.   The hillsides and forestry areas had years and years of dry brush,  twigs, leaves,  and pine needles,  that built up over the years,  the dryness and the Santa Anna winds were just another factor in the infernos.    My God,  all this dead brush is kindling on these hillsides.    What do you use to start a fire,   you go collect old dead wood that will burn very easily.    Look how many people are unaccounted for,  800 or more?    We know some perished in these fires,  this is total negligence on the part of the liberals to properly maintain these forestry areas.  Its about common sense,  unbelievable how stupid these liberals are.

Yep. Leftists pay lip service to returning to nature, but when they leave their ivory towers and see how it is, rude awakening. A 1/2 inch of peat is plenty, leaving the dead stuff to pile up means the forest will have to clean it up this way.
