The Divine Code gives a comprehensive list of permitted relations which Gentile societies may prohibit if they see a need to impose extra restrictions. I don't see marrying a paternal half-sister listed there. Because of the prohibition of making a new religion, a Noahide Court may not on its own decide a question that arises about the Torah Law regarding one of the Seven Commandments.

He is a heretic and the debate is not complicated at all. Anyone who advocates and justifies for non-Jews to take on religious observance of Jewish commandments is misleading Gentiles. Every single one of my Noahide friends agrees with Rabbi Weiner and disagrees with Katz.

No ban on marrying cousins in Judaism many of the admorim are married to cousins.
