There are ways to jog that aren't in the public, and even if the public is all you have, there are types of clothes that make it not immodest, though most are quite cumbersome and women don't really want to work out in them because you sweat and it inhibits some movements. Innovation in that area is a nice mitzvah.

The Torah standard for modest clothes is to cover her whole torso until her collarbone, her legs until her knees, and her arms until the elbow. Likewise, it is proper that a married woman cover her hair when outside her house or in the presence of men other than her husband.

Those are all correct, however the issue here is running in the presence of men, it's a little less straight forward, in normal clothes it is not really allowed for many women, for some women it's not an issue, and women can wear clothes that make it ok, these are cumbersome so we have gyms for them.

It seems absurd to make such laws for people used to seeing half-naked people all day. If you live in a place where restrain your eyes doesn't mean to continually stare at the ground, such a thing affects you enormously. The results of exposure to constant sexual immodesty begin at foul language and go through judging people solely on their looks, dehumanizing them and worse. In a Jewish society where we're trying to make something perfect, it makes sense, in a society where it's everyone, selective application of halacha leads to abuses.

First off, being outdoors is healthy.  People need sunlight to help their bodies absorb vitamin D.  There are also modest workout clothes. I've seen religious Jewish women wearing them near where I live.

As a woman I think I can tell when some women try to get around the modesty laws.  For example, I've seen women with their elbows, knees and collarbones covered while wearing long skirts.. But sometimes their oufits are so tight that you can see every single bulge and curve in their torsos.
