If the buyer knows the correct worth of a financial service for sale, yet he is in a pressing situation and needs it urgently, and the seller takes advantage of this situation to sell him the service at an inflated price, this is not considered deception, and is not forbidden for Gentiles. The Noahide prohibition of cheating only applies to deception in doing business. In other words, Jews are not allowed to take advantage of Gentiles, but Gentiles are allowed to take advantage of themselves. See the Divine Code, Third Edition, page 557, topic 9 and footnote 214.
