True they should have Administrator activate the account before the person can post check ip see if it's from the same pool.Or ban the isp

I think there is a back door to all the modes of banning but some do work better than others. I think the best policy is to make animals like that see they are wasting their time because they and their cr-p posts will be removed from the forum quickly.

Proxy account Dynamic servers and other ways i won't go into.But still adms activation or ip ban work pretty well

I would hate to put limitations on new members. This shouldn't be a case where one rotten apple spoils the whole bunch.
