Probably due to the stand down order from the governor.  It seems they wanted as much chaos from the nazis as possible.

In the end of The Book of Exodus, it says Moses was radiant and had to cover his face. The same word used for radiant can also mean horns. This might be where it came from. They probably used it in art and then it became a stereotype for Jews.
