I don't believe people are born evil, but I do think all people are born with a tendency toward evil, which they must learn to combat in their daily lives with God's help. I will say I don't think you can entirely divorce genes from culture, but that never means that someone can't overcome the challenges that are set before them and be a good person regardless. Not all blacks hate Jews. I live in a neighborhood where everyone knows I am a Jew. I live in a mixed neighborhood, I daven in my front yard, I have my mezzuzah up, wear tzittzits and kippah... They know I am a Jew and you know what... They all seem to love me... At the grocery store the black security guard loves to talk to me... My black neighbor used to love to read scripture with me.
